In 1973, a group of local residents came together to form what was then known as the Fairfield Community Council for Social Development. United by a shared belief in fairness, inclusion, and the power of belonging to community, they set out to create local solutions to local challenges.
What began as a volunteer-led response to social isolation and inequity has grown into a trusted, place-based organisation supporting people across Fairfield and Greater Western Sydney.
In 2025, we are introducing a new name: Fair Foundations. While our name has changed, our purpose remains the same. Grounded in local knowledge and driven by social justice, we continue to work alongside our community, ensuring that no one is left behind as we collectively shape a fairer future for all.

Measuring Our Social Impact
Fair Foundations worked in collaboration with Urbis to measure the value of the community services work we deliver through a Social Impact Analysis.
This analysis found that for every $1 invested in Fair Foundations’ work, society receives $2.88 in social and economic returns.
This means, for example, that during the 2024-2025 financial year alone, over $5 million of social benefits were generated through our community services work.
The strength of these outcomes indicate that the community services work delivered by Fair Foundations is producing significant benefits for the people of Greater Western Sydney and helping to shape a better future.
Long-Term Outcomes
Long-term outcomes of our work with individual clients include improved self-determination, financial, social, and emotional wellbeing, and enhanced family functioning.
Long-term outcomes for the community include breaking the cycle of inter-generational socio-economic disadvantage and fostering inclusive and resilient multicultural communities where everyone has an opportunity to thrive.

Our Approach To Social Impact Measurement
A five-step approach was used to identify and measure the social impact of Fair Foundations’ Community Services. Based on the development of a Theory of Change, it is a systematic way of describing and documenting how resources are utilised to deliver services that generate outcomes and impact to address specific problems. Fair Foundations’ data was used to measure the scale of their inputs, activities, and outputs along with secondary data based on a review of research and evidence to link the organisation’s Community Services to the outcomes and impacts identified in the Theory of Change. The final steps involved estimating the scale of outcomes and impact, and where possible, associating financial proxies with these outcomes and impacts. This approach provided a robust measurement of Fair Foundations’ social impact.
A Theory of Change was developed to identify the inputs, activities, outputs, outcomes and impact related to Fair Foundations’ Community Services. Outcomes were categorised as short, medium and long-term. Long-term outcomes were then synthesised into individual and community outcomes.
Analysis of available input, activities and outputs data on the current level of Community Services activity was undertaken to populate the Theory of Change to understand the scale and nature of Community Service activities.
Secondary research and evaluation evidence was gathered from academic and grey literature for each identified impact. This evidence was used to link Fair Foundations’ activities to the identified outcomes and impacts.
Estimation of the scale of outcomes and impacts using available Fair Foundations data, data from the Department of Social Services DEX portal; and metrics derived from the research and evidence.
Data and financial proxies from established measures and publicly available sources were used to translate outcomes and impact into a dollar value. In recognition of the limited primary data available, low, medium and high attribution rates were applied to develop a range of social impact. This range of social impact reduces the risk of over-stating the financial value.
